Expertise

Garfield Public/Private provides innovative solutions for essential government facilities, K-12/higher education, and healthcare campuses via single-source “turnkey” development and financial leadership.  Our executives have completed public and public/private facilities valued at more than $1 billion across the nation over the past 16 years.

Essential facilities include courthouses, city halls, public safety facilities, municipal office buildings, K–12 schools, cultural, entertainment, and sports venues, conference centers, convention centers and headquarters hotels, among many others.

Financing is accomplished through a variety of creative mechanisms, including but not limited to off-balance sheet lease-purchase structures, non-recourse revenue bond financing, or public/private partnerships combining private debt and equity with public funding for the gap between the total development costs and the available private capital.

Garfield Public/Private provides turnkey development services to private and public colleges and universities and community colleges for the efficient delivery of essential facilities. Our innovative solutions can speed the delivery of academic and administrative buildings, student housing, student unions, parking garages, health centers, arenas and convocation centers, conference centers, and on-campus hotels, among other facilities.

In today’s challenging budget environment, both public and private colleges and universities are searching for ways to deliver essential facilities in the face of serious financial constraints, balance sheets and credit considerations.  Higher education institutions are increasingly looking to the private sector to offer solutions. By creating private/public partnerships, we enable institutions to enjoy the benefits of ownership while minimizing the impact on their balance sheet, credit rating, and bonding capacity.

Garfield Public/Private’s innovative approach to facility development can enable universities to implement their master plans in many cases years ahead of their current plans. By finding alternative solutions to the delivery of these facilities, we allow universities to retain their limited capital budgets for the delivery of their core educational facilities of libraries, classrooms and laboratories.  Financing may be accomplished through a variety of mechanisms, including but not limited to off–balance sheet lease–purchase financing.

Garfield Public/Private’s Cultural, Entertainment, and Sports Program provides for the delivery and operation of performing arts centers, concert halls, events centers, nightclubs and casinos, as well as arenas, stadiums, and baseball parks for professional, minor league and college and university sports teams.

As a recent example of our experience, Garfield was the lead developer of the Durham Performing Arts Center, which has ranked three times in the top 5 in Pollstar magazine’s worldwide theater attendance since opening in 2008, and was most recently ranked as the #3 highest attended U.S. theater.

Garfield Public/Private provides turnkey development services to not-for-profit, community, and public hospitals for the efficient delivery of essential healthcare facilities. Unlike private developers who build hospital facilities to retain ownership and operations for their own account, Garfield offers a solution that enables healthcare institutions to enjoy the financial benefits of ownership, while minimizing the impact on their balance sheet, credit rating, and bonding capacity.

Our innovative development and financing methods can enable hospitals to implement their master plans in many cases years ahead of their current plans.  Our innovative solutions can speed the delivery of parking garages, administrative office space, ambulatory care facilities, conference centers and hotels.  Through alternative solutions to the financing and delivery of these facilities, our healthcare clients can retain their limited capital budgets for the delivery of their core healthcare facilities of bed towers, operating rooms, and laboratories.

Garfield Public/Private has shown hospitals that its financing approaches can provide lease rates for facilities that are approximately 30 percent below that which a private developer would have to charge the hospital for the same size and quality facility.  Equally important, throughout the process, the hospital retains control of the design, construction, and operations of the facility, and upon retirement of the financing, ownership transfers fully to the hospital at no cost or nominal cost.
